This is a blog published by Michael A. Wardrip covering important news and not-so-important stuff from the world of legislation and healthcare related government actions in Georgia. It is independent and designed to elicit opinion and comment on key issues that come up in our state and it gives you a chance to have your input directly impact policy and legislative results.
A word about me. I am a government relations consultant with 22 years experience working at the State Capitol in Georgia. In the early days, I specialized in environmental issues and helped pass much of the major water quality legislation that came as a wave in the early 90s. One of my major bills in 1992 was a precursor to the Georgia State Water Plan, which passed in recent years.
In the mid-90s, my focus shifted to healthcare, health insurance and employee benefits. My chief objectives have been stabilization of the private health insurance market, providing private market alternatives to government-run health plan expansions and expanding coverage in the private market to underserved populations including uninsurable individuals.
I can offer clients and consumers the benefit of decades of direct experience getting things done in a tough environment under the Gold Dome. My tenure in my profession has stretched over a long time, but it also stretches over many changes in political winds. I am very conservative in my values, but am not a member of any political party. Performance and results mean much more than rhetoric and slogans of the campaign trail.

Yes, indeed it is true that I am moving on. I am going to keep on with my work and have actually grown in my ability to impact policy by virtue of my integrity, years of experience and relationships that I’ve built up over the years.
I haven’t decided all the aspects of my new operations where it comes to my independent advocacy for private market health reform, but I’m not missing a single beat and I did far better than land on my feet. I have new health related projects that cut to the central core of cost containment and my work this year with the other bills will solidify my ability to respond and use the tools and contacts I have to advance the private market.
You are welcome as a friend and ally. I will keep posting blog items on a regular basis when the news is pressing. In fact, I haven’t slowed down in a week, and am working more hours than I was before because now I am totally free and unrestrained. I haven’t had time to sit down and write posts because I have been working so hard on drafting some key pieces of legislation.
It was so good to see you and your husband at the Capitol the other day. Get in touch and come see me so we can get some work done.

Mr. Wardrip,
I was informed that the GA Senate Bill 316 – Medicare Supplement for under 65 with disability – went into effect Nov 2010 and expires 04/30/2011 unless extended by GA Senate.
Would you please inform if the GA Senate addressed extention of the Bill?

I am sending you a link to the actual text of the legislation you mentioned and there is no such sunset provision. I can see how some of the language in the bill may be misconstrued to make it sound like there is such a limit, but that is not the case. The language says a person can enroll in a Medicare Supplement within 6 months of when they become eligible for Medicare Part B, or on a certain date, whichever is later. If the eligibility for Medicare Part B is later than the date in question, that governs eligibility for the Med Supp, not the date. One thing the bill does not address is the language of regulatory measures that were promulgated pursuant to the statute. I will find these and post them.

Thank you for your prompt reply.
I forwarded the text to a specific insurance company I represent to have their official position before spinning my wheels marketing and being turned down (as I was by another insurance company).
They questioned based on “… 6 months after enrolling in Medicare Part B — or by May 1, 2011 — for an individual who’s under 65 …”.
I understand the language was misconstrued and makes it appear to have a defined time limit of May 1, 2011 however how to obtain a more clear statement?
Is GA Senate reviewing the GA 316 language to reduce misunderstandings?
Please advise.

The “whichever occurs later” is indefinite and infinite. Anyone trying to misconstrue this is trying to find a way not to comply with the law. There is no need to change/clarify laws for those who choose not to obey.
